Whereas, the promotion and tenure process involves a comprehensive review of the candidate's accomplishments and promise in all three missions of the university but also consideration of other factors as stated in section 2.8.4 of the Faculty Handbook: "Besides consideration of specific professional criteria, evaluation for promotion or tenure should consider the energy and integrity of the candidate and the candidate's concern for professional ethics and responsibilities," and
Whereas, consideration of these important, but more subjective issues or behaviors may play a significant role in a negative tenure or promotion decision,
Therefore Let It Be Resolved, that when such factors influence a recommendation they should be documented as part of the formal promotion and tenure review process (for example, in the letter of evaluation from the departmental committee or chair), including references to relevant sections of the Faculty Handbook when appropriate.
And therefore be it further resolved that since the meaning of the term "energy" in section 2.8.4 is ambiguous, the statement should be further revised as below.

(start new paragraph) Besides consideration of specific professional criteria, evaluation for promotion or tenure should consider the [candidate's integrity, professional conduct and ethics. To the extent that such considerations are significant factors in reaching a negative recommendation, they should be documented as part of the formal review process.]
